Yes it is a pipe plug, If you over tighten it , the tip can contact the clutch basket and it can also crack the primary cover too.

My plug is not leaking, but I work with high pressure air connections every day. If you need to use a sealant, my only recommendation is Loctite 567. It is a paste type non locking sealant, the best you can buy.
