timing sensor voltage

I was going over my manual and I was looking over the section regarding voltage at the three pin connector leading out from the ignition module. It states that the voltage when read from the red wire and the blk should be 4.5-5.5 volts. I am reading 11.2 volts! Why would this be happening? Where should I first check?

Does the bike run in this condition?

Yeah it runs but really bad. It has a popping when you try to get on the throttle and it idles terribly. The tach goese up/down over a 500rpm difference. It kind of sounds like the timing is off but don't know. I can't get it to run well enough or long enough on its own to really do anything.
 
I would lean towards your ECM. It should be 7 pin connector.3 in from cam sensor,1 to VOES,1 to ground,and 2 to coil. I would think the 4.5-5.5 Vdc would originate from the ECM. If you have a friend with near the same bike you could use his for testing. I think in '96 they went to a 8 pin connector.
