Police Up Ahead

Actually this video cleared something up for me. Apparently I was confusing the "slow down" hand signal with the "Law Enforcement up ahead" signal. I didn't know there was a difference. Whenever I saw the slow down signal in the past, it usually (if not always) meant that there was a cop up ahead. And there usually was.:s Now when I see someone tapping their helmet, I'll know they definitely mean there is a cop up ahead!
 
I also was uninformed about tapping the helmet.See ya can teach a old dog new tricks.However doesn't a lot of places have laws that say your headlights have to cycle between high and low? Or is that just rider preference to be seen better?
