Never cleaned a newer one BUT,,,I'd go at it with ari on the inside blowing outward. I have used Air even on the outside blowing Carefully across the veins to remove larger debris.
Of course this is with the element out and off the bike.
I have and many others have used the ones you can Wash in water. Swishing around in a soapy laundry tub is my favorite way, then run water from the inside thru to the outside. Removing water: I use a long arm circle wind-up motion in an out-door spot to remove excess. I lube with WD-40. I know there are other lubes out there Made for the Mesh air filters but I llke my WD...
Paper elements are easily Replaced with a new one, think that is what HD recommends. I have still blown then with air from the inside to the out to remove dust/dirt.:s
Light tapping also accomplishes some cleaning...
