It is my understanding that the Federal standards caught up with California's at the 2010 model year so there would not a unique California only model in 2017. So your friend's bike should meet the standards as is.

There might be parts differences, but all would meet the emissions standards. I suggest checking with a dealer to be sure. Also agree with Jack, that taking the bike with all paperwork to a testing station is the way to go. California is huge and people have to be moving in all the time with this same issue, a vehicle with under 7,500 miles and purchased out of state.

Here in Arizona there is (or was, not sure) a law saying that a vehicle purchased out of state and with 7,500 miles or less will be treated as a new vehicle, and the state sales tax is charged at registration. Perhaps that is what your friend is running into in California.
