2003 road king breaking down at mid to upper throttle range

Almost anything electrical would throw a code, but here are some more thoughts?
Have you tried new spark plugs?
Air filter restricted?
Fuel tank vent system pluged?
Fuel filter restricted?
Fuel pressure low? Should be steady at 55-62 psi - Fuel pressure Regulator?
 
I wish Harley had installed a 1/4" flare schradder valve in the fuel line so the fuel pressure could easily be checked. It is an important reading to know but so hard to check.
 
opened up the tank and i looks really bad inside alot of rust the bike only has 3000 miles so it has sat not used a long time how hard is it to get the guts out of there i ordered a manual but wont see it for days
 
A simple pressure test would tell you if you even need to go there, I know if you don't have the tool's it's rough, but might be worth hauling to a dealer for a quick test, I would recommend waiting for the manual before tearing into it, could save you $$$$ in the long run.

yes i need a manual i have to go into the tank it is so bad that the fuel is orange everything inside is rusted, gonna have to clean inside the tank and have it relined, so everything must come out........
