No thread lock from the factory but a previous owner could have R/Rd the plug and applied some red Loctite which was a really dumb move. On the other hand, if torqued to spec with a thread locker, the plug should not be leaking. If the OP wants to stop the leak, R/R the plug and note how difficult or easy the plug was removed. Clean the threads in the bore and the plug and re-install with a quality thread sealant; no thread locker.
