transmission side cover replaced, clutch not working, Help

I replaced my transmission side cover with chrome and now my clutch will not let off. I took the cover back off and the rod that pushes the clutch in seems to be holding the cover out about 1/4 inch. When I put the bolts in it pushes the rod in and seats the gasket, but the clutch is engaged enough to keep the bike from moving. The clutch lever feels ok, but it wont go.
What have I done wrong???Please help.
 
I'd pull it off again and ensure that the 3 ball bearings are in their correc positions and that the holding clip is seated in its groove. Then make sure you have connected the clip that attaches to the cable correctly. You should be able to close the cover by hand gently then pu in the bolts.
 
Good advice above about the 3 balls, they may have come out of the ramps. A spot of grease on the ball will hold it in place when reassembling them.
