My buddy has a 08 1200 sportster it has been to the shop several times to fix this when he goes out to start it it cranks but no fuel he take it to the shop they removed the tank cecke it out and it starts he goes back home next week or so the same problem any ideas?

Is this FI or carbed? Harley Davidson Community check here first, tho it sounds like a weak pump or a clogged filter?
 
No spark...? Does the Sporty have the Alarm/Immobilizer System? Are there any codes or key logo on?
