HogHappy; I'd have to say you're correct w/the final assessment - old oil caught up under the filter/frame. Lots of nooks/cranny's for that slick stuff to hide & this is one of the only areas of my bike I actually use a pressure washer (low spray). After a filter change - I generously coat area with Big Orange (degreaser), let soak, soap up w/rag & spray off w/washer. Gets all the road gunk + old oil.
