MMI idle adjustment

I found the link to the MMI idle adjustment but found conflicting information on where the 5 and 15amp fuses are. I have a 1996 ultra I have check under both side plates and found that the clutch side has the cruse control box and the triangle shape fuse panel with labled fuses for CB and pod. The brake side has the ECM, 2 relays, a Data link port, and the only 5 and 15 AMP fuses that i can find. The only problem is the two fuses go into a rubber block with no wires that connect to it. Is this right?
 
I didn't think that far ahead. I just saw the line about fuses. I will try it tomorrow and see what happens. But if anyone can give some enlightenment on the two fuses in a rubber block with no wires running to them it would be great.

Maybe. But I have not found any other 15 amp fuses besides that one. There is one other 5 amp on the other side in the triangle fuse box for the CB I think.
