I have an 05 Heritage with SE air cleaner, SEII mufflers and Power Commander. Plugging into my laptop into the power commander, idel speed is around 1580 rpm. Is there a way to lower the idel speed?

Before you fiddle with the electronics, inspect the system carefully especially the throttle cables to make sure you do not have a mechanical explanation for the high idle like the cables hung up or binding.

Make sure you shut your bike down using the ignition switch and not the kill switch on the handlebar.
A lot of people use the handlebar kill swith and the throttle is a little above idle position when they do it. The computer thinks the throttle position is at idle and uses that position for idle next time. This causes high idle speeds.
