HELP Air/Exhaust tuning

I have a stock 2010 Road King Police (103 cu in) and wish to add a Arlen Ness Big Sucker and some performance mufflers. Will the bike run ok without additional tuning, ie. dyno, power commander, etc.?? I'm just trying to get a little more 'punch' without the extra expense.

They all need more fuel, its the EPA thing, :s
