Fuel Issue ??

Have 2003 FLHTCI -- 38000 miles on bike had fuel filter replaced @ 35000 miles recently noticed that bike spits and sputters for short time until reaches operating temp or possible certain fuel pressure !!! once one or the other is reached bike seems to operate normally. Have ran fuel pump with cap off and engine off to see if possible maybe hole in hole with no air bubbles seen in tank !! Any suggestions ??
 
I would change the fuel filter again, And see if that solves the problem.
That's a good place to start...
 
I would also check connections to both temperature sensors making sure they are fully engaged. Fuel pressure should only take a few seconds to build up. Has the bike had any work or modifications done to it?

Have a look at #6, on the back of front head under rubber boot, temp sensor if it is bad it could cause this kind of problem
 
The simple test. Remove the ET sensor, connect ohm meter leads to the two terminals then heat the sensor with a Bic lighter while observing the meter. The resistance should change smoothly, no dips or drop outs. If not smooth then replace it Try this
