Dry clutch belt drive conversion LOUD noise

What’s up guys, new to this site and looking for some advice. I’ve got a 94 FXDL and at some point in its life someone converted it to a belt driven primary. It drives good, shifts fine but when clutch is not engaged or when in neutral it makes a loud clacking sound. Almost like plates knocking in their grooves.

(Update) sorry when clutch is engaged in neutral or cruising it makes the noise. When not engaged (holding lever in) it just makes a bearing rattling sound.

Welcome from Ohio, Sounds like the clutch basket may be loose, take the cover off and have a look and feel if there is side to side play.
 
I have a belt drive dry primary, and that's how they sound with no load. They get louder as the plate ears wear the basket slots.
