Bike starts hard & will not run over 1000 RPM

Bike (Road King FLHRI) starts hard, but then when you apply the throttle, it dies. Any ideas?

Start by cleaning out the bleeds in the throttle bore at the 10 and 2 o'clock positions with some carb cleaner.
