I picked up some that were new for about $25...I think they were made by Tour Master or similar. They are nylon with perimeter zipper and have coated interior with handles and are water resistant (if you have a zipper, they are NOT waterproof). Have not been caught in a major rainstorm with them yet, but the leather bags I have will keep most of the "hard" water out, and like Dr.D said earlier, the liners should provide a second layer of protection and items inside should be dry.
