A few things I'd like to fix

I have a 96 Road King. The saddlebag locks are not working. The silver latches do close but the locks are not engaging. How is this repaired?
Also my speedometer is not working except for the light. The odometer also does not advance but shows the mileage where it stopped. The speedometer needle does not work at all. I replaced thw speed sensor but that did not help.
I assume that I'm supposed to replace the speedometer. Does that seem like the next step? Is there a special tool needed to flash the mileage from the old odometer to the new?

So it looks like everyone is on vacation do to this was posted on the 2nd and no response.
On the locks I would start with some WD40, covering up anything that the over spay will land on. Start with inside the lock and using the key a gently rotate it, add more oil and work it some more.
My tailgate lock seized up and that is what I did to get it to work again.
Did you check all connections for the speedometer? Sometime disconnecting, adding di-electric to them may help.
May be worth it to have someone check for codes and see if the signal to the module is active.
