2000 FXDX Primary Capacity

Just changed primary oil in 2000 FXDX, Harley manual specs 26 oz. Refilled with 32 oz of Formula + and oil is still not up to bottom of clutch spring with bike in upright position. Is this normal or can they vary this much? Thanks

I think some can hold up to 36 oz, but careful not to overfill
