02 FLSTCI still sputtters at low speeds after top end rebuild

I replaced both the starter relay and system relay. Looks like $11.95 part was all it needed.

Sounds really strange to me because in entry point #1 you say "If I open the throttle enough the sputtering mostly stops. Its definitely more prevalent at lower speeds but"

To me if it was the system relay, the problem would not be concentrated or focus around one RPM area. It would be anytime-anywhere. Also opening the throttle should have actually made it perform worse because the system relay supplies voltage to the coils. Missing just 1 spark fire at WOT really kicks hard.

But who knows, you may have nailed it.
