What is in front of the oil pan?

I have a 2005 Road King Model FLHRC-I and was wondering what oil is in the pan in front of the oil pan? It has a pipe plug in it? I thought it was the primary chain case?
 
If I am correct this is the one plug you do not want to remove for it will crack the engine. Its there from machine purposes when bike was being built...

The primary drain should be around underside of primary cover..

The plug in the front of the oil pan can be removed for installation of the oil temp sending unit, that is where my oil temp sending unit is installed according to manufactures instructions. Make sure to loosen the plug when the engine is hot then you can remove the plug when the engine cools down some but is still warm.
