Vance & Hines Big Radius 2-2, need tune?

I recently bought a 2006 heritage Custom, 10,000 miles, with Vance and Hines Big Radius 2-2 already on it.

1. Would it have needed a tune done to it when they were installed?

2. How can I determine now if a tune was done? And if not, does it need one done now?
