Torque Setting for FXSTC Saddlebag Bolts

I am fitting HD saddlebags to my 2009 FXSTC - does anyone know what the Torque setting is for the bolts that attach the saddlebags to the rear fender?

I have an 08 FXSTC and take my bags off all the time for cleaning and whatnot. I don't know what the correct torque is but the bolts are fairly large, I just snug then up with a six inch ratchet. Hopefully someone will post the correct setting. Good luck
