tightening bolt

1990 flhtp. need to tighten bolt holding oil filter base. bolt located under starter.dont want to remove starter and trans. jackshaft if possible. any tips on how to do this an easier way?
 
Most Evo oil filters are on the front of the motor,right side. Are you sure it is a FLHTP?

Not in 1990. The oil filter sits vertically underneath the motor on the old Evos. Not sure what year they were moved. '93 maybe?

1992 for sure, the early FXR had a problem with the oil filter falling off or dragging on the ground right in front of the rear tire
 
After looking a little closer at the OEM parts guide you are correct Jennmarr about the location under the tranny. It looks like '92 on the FL's is when it was moved to the front. A little confusion though because the show both mounts for '91's. The p/n ends in '92a for the forward mount.
As for hog up's original ?, maybe with a modified wrench you might be able to get under the starter to tighten it up.A little grinding, heat etc.
