Swapping the 21" dyna wheel for a 16"

Im trying to swap out the stock 21" wheel on my 2000 dyna wide glide for a 16" wheel from a 2000 softail. From what I can see the hub looks the same and I believe the measurements are the same as well, but when I put the 16" on it is off center with a bigger gap on the side opposite of the brake. I cant figure out why this would be. Has anyone else seen a swap done like this, and if so what needs to be done?
 
Yeah I just didnt understand why anything is different because the dimensons of the rim are the same but I think I have to space the caliper as well because of brake drag
 
The offsetspacers are required to align the front wheel with the back wheel.
From what I understand different models have the engine and tranny slightly offset in the frame , requiring the use of offset spacers to align things up.
 
if you have the 21 and its laced wire wheel, id save you the embarassment of throwing it away. id actually buy it if you want to sell.
am trying to put a 21 on an 09 FXDC. What year is yours by the way?
