Used battery tender to recharge battery. Went to start harley and the igntion switch is frozen. It will not change to Start nor accesories.
    What could cause this.

Could be a pin problem in the key switch itself out of place or possibly some water got into the switch and corroded things up a bit. Try some WD40 in the slot where the key goes and work the key in and out a bit. If it doesn't help, you may have to replace the switch.

If it's like my Fatboy, the switch is pretty easy to get to just by pulling the tank's instrument panel and flipping it over to access the switch. Once there, there is 4 self tapping screws that holds the switch in and a connector plug that attaches to it. After you get it out, the back can be pulled off the switch and you can see what the problem is. Carefully remove the back though so you don't lose any pins or springs.
