Removing rivets on riser cover

On my recently bought Road King I was looking to adjust the handlebars when I came across two rivets under the plastic snap on around the key hole for the steering head lock. Does anyone have experience removing the rivets and replacing them with ie screws ? or does this require special tooling that only a dealer has ?
 
Great this was exactly what I was looking for .... search and je shall find as its called. I'll let you know how its goes
