Rear tire side movement

00 FLSTF Fatboy I bought Michelin Commanders removed rims/tires shop mounted and balanced. Re-installed front no problems, rear installed aligned with swing arm, mounted dial indicator rim is true. Now, the tire(rubber) when hand spun moves left to right on one spot of the tire. Test ride visual to naked eye and a rear shake, any thoughts. Spacers are good long on sprocket side short on rotor side.
 
Sounds like the tire bead is not seated in one area. Slowly turn the tire and look at the edge of the rim and the tire. If the bead is not seated, you will see the difference. Deflate the tire and reinflate to seat it. It may take more than specified pressure to seat it.
 
+1 on Pete's suggestion, if the wheel runs true with a dial indicator the tire it's self is most likely the issue.
