Primary chain tension (too loose/tight?)

Is it true that if there is too much slack in the primary chain that it will make keeping a slow (5 - 10 mph) speed almost impossible? Or is the chain too tight?

A chain that is too loose will cause a jerking motion when riding slow. If you have that problem then try the link posted by dbmg.
