No power, electrical shut down

I have a 89' 1200 Sporty that started as a basket case.
After replacing the battery, I had a ground line from the batt break off on the next ride.
After installing a new cable, the starter relay would click, but not start.
My question is if the relay is bad, would it kill all power to the bike?
Or is it more likely tho ICM (ignition control module)? There is a huge price difference between the two, and am looking to find a solution before buying the wrong part.

I would check the pos. cable as well as checking bat. voltage before I did anything else. (even though it is a new bat.)
 
The relay wouldn't cause no power to the bike. A bad cable or cable connection on the battery or ground cable connection would thou.
 
Thanks, It was the ground not making a full connection.
Now that I have that solved, and there is power once more-the starter won't turn over!
I replaced the relay and checked power from the start button and am getting power there.
Next step is checking the starter after checking wiring to see what goes where
