New Tank from Harley is it sealed?

I got a set of OEM replacement tins from Harley that came with my bike. I am going to have them painted, and I don't know if the Gas Tank has been sealed. I know that there is sealer for the tank, just don't know if its on there?

In 04 I know they made a change in tank materials for softails, here the bulletin: Not 100% on what there doing now.
