The early TC engines (99-02 other than softails) used a different fuel injection system called Magnetti Morelli as opposed to the later Delphi units which has two air bleeds that clog up from time to time and will cause erratic engine running.
Use a can of spray carb cleaner to clean these bleeds out for better idle and running overall.
