Low voltage at fuel pump

I have a 2000 road king. bike won’t fire. Traced the problem to the fuel pump. Only get 10.1 volts at the pump. 12.6 at battery. Any ideas what would cause this?
 
Is the 10.1 volt read at connector unplugged from pump harness?
At my shop we check for power and ground, if they are both good, next step is a BIG rubber hammer to the tank while cranking, hard enough to wake up grandma, and most of the time the vibration from banging on the tank makes the pump turn on.



We work on cars, trucks so don't smack your tank.
But if you can look into the tank and see the pump, tap on it with something like a wooden dowel, my wife uses them with potted plants.
10 volts the pump should still spin.
 
Could be a bad relay (burnt contacts causing resistance), take the fuelpump-relay out , and connect the wires that goes to the pump. (+red/yellowto the yellow green).
Or just take out one of the other relay's and put this one in !. See what happens , just a thought !!. good luck.
