Leaking Petcock! HELP

I noticed a small drip coming from my fuel shutoff valve last week. I went down to Harley and got a new diaphram kit (25.99) for it and attempted to change it out myself. I put all the new guts back in the right way (to the best that I can remember) like the manual stated. After I got my carb put back together (another project) I started the bike up and IT'S TILL LEAKING.... BUT WORSE! I tightened the screws up as tight as they will go and it still leaks. It seems to be leaking out from in between the two plates that fit together on the bottom. I saw bubbles when I checked it. What could cause this? is there a gasket that could be messed up? did I not reinstall the diaphram correctly? Upside down? I'm stumped.

Anyone ever have this problem before?
 
Its of no help now but replacing it with a Pingle petcock solves numerous problems. The only thing I can think of is that the diagphram didnt seat right when it went back together.
