I had to replace the spring on my Jiffy Stand. I had the bike on a lift and I didn't notice that I had pinched the spring and bent it. Although it still worked, the stand flopped around making noise while riding. While replacing it I was surprised to see how it was mounted. After removing the nut and stop plate it was a very loose fit in the U shaped bracket attached to the frame.

Is this correct? Or, am I missing a bushing or something to make it fit better?

If you look at the way the "stop key" fits when the bike is on the jiffy stand, the stand part with the key on it must be free to move in and out so the key can engage and disengage the stop slot. If that is the sloppiness to which you refer, the stand would not work as it does without that "sloppiness".
