Does anyone know why I only get a half a quart or so from the oil drain plug for the tank?

Need more info... Are you sure you're removing the right plug?... Are you leaving the fill cap off while it's draining.

It sounds like you pulled the plug in the bottom of the engine which shouldn't be removed at all. It's not a drain, it's there from the manufacturing process and to check if the engine is sumping.
