The gauges on Harleys are prone to fogging up and staining the under side of the lenses. This is a common thing and the dealer will usually not do anything to remedy the situation unless damage to the instrument occurs from the moisture.

Best bet is to avoid the instruments and gauges when washing the bike and if you get moisture in them, park the bike in the sun for a while which will usually evaporate the moisture.
 
I appreciate the information but this absolutely ridiculous. Electronics used in rain etc should not fog up or get moisture in them. If this happens then it is a sign that the speedo is not sealed properly.
The moisture in mine evaporated and left a film inside the glass. The bike was less than 6 months old when this happened. The dealers and Harley won't do anything about it. Other companies have lost class action lawsuits for this same reason.
