FLHR Rear Shock Question

I've been all over looking for this but can't seem to find a definitive answer. So, I'm leaning toward swapping out the rear shocks on my 1999 FLHR and replacing them with a progressive shock. I'm told the one that fits is a 13" shock. Is that 13" measured with the bike on or off the ground? Anyone know?

I would assume its the unsprung length of the shock off the bike since nobody could get a consistent measurement with it on the bike.

Just give Progressive a call. Sure beats guessing!

That should be on the ground, eye to eye mount
