This tool is used when adjusting belt tension to achieve 10 LBS of tension. It's available through many aftermarket outlets as well as the dealers.

Consult your owners or factory manual for the proper specifications when adjusting the belt.

Most of them do not fit the 2008 and later 1" belt so make sure to check when buying .. the harley one doesnt fit unless they have changed it
 
You can easiely build this tool by yourself.

All you need is a bicycle air-pump like this (the ones with a spring in the handle):

As it is a bit too long to put it under the level motorcycle, cut it in half.

Now push the handle against a houshold scale until it reach your desired weight.
Make a marking on the cutted of tube like this (notice the tape):

I like the idea that if you can twist belt to a 45 degree, then you are good to go.

The 45* twist has worked for me for years. Another "caveman" method or perhaps a more appropriate term would be "old school" but it works and has been around for years. Just another tool that one really doesn't need.;)
