2007 FLHX Cruise Control Issue

Hello all new to the forum as a poster long time reader.
I have a 2007 FLHX that I'm having an issue with the cruise control.
Bike has new wiring and switches (because it acted like it was a bad switch, so I replaced them all) and cruise control red light illuminates on the dash.
I have tried to get the green light to come on by the troubleshooting guides ive see online but it will not.
All brake lights work properly and have disconnected the roll off switches etc.
I do have a thundermax ecm but it functions properly.
Any ideas how to troubleshoot this issue when you cannot even get it into a diagnostic mode as described in the forums?

I cannot get the cruise diagnostics to work as the video says to do by turning off the run switch and holding down the set etc. my red cruise light is on but it will not go into the diagnostic mode.

If both of your throttle cables are not adjusted in sync. the cruise won't engage
