2 cooked batteries

I have a 2003 FLHTP-I since the mid April I have gone through 2 brand new batteries(dead will not take a charge) I have checked the stator and everthing seems ok, is there a test for the voltage regulator?
 
I did the test light from grond to each pin on regultor and no light BUT with a volt meter I am showing 12.4vdc
 
For a quick and easy check of the regulator measure voltage across the battery terminals with the bike running if the voltage goes above 14.7 volts at any revs then the regulator is bad
