07' Road King Handlebar Riser bushing issues

Have a 07 RK with factory bars. When I got the bike I noticed the bars were loose and out of alignment. After reviewing "Information and Tips" I got to the bar clamps and my first problem the clamp bolts are tight, so tight afraid they will snap if I go any further, but the bars still move. Question: Can you shim up in the clamp so the bolts won't bottom out?
Next problem the riser bolts are also bottomed out and the riser's still move around quite a bit. The rubber bushings look okay but they seem a little soft. Is there an upgrade out there? Or will just replacement with new stock bushings help? Service Manual on order, all information appreciated still in learning mode. Thanks
 
They shouldn't be moving around but a new set of riser bushings should cure the problem. If you want a stiffer feel, you can go to urethane bushings.
