Could it be the low speed jet instead? I'm not familar with that carb, so just a thought.

Check the float level and the needle and seat, Bendix used to be a very good carb when it was American made:s

Do you have the right heat range on the plugs? Wires OK too?

my old shovel used to fowl alot rejetted the s&s and it was good to go

Try using Autolite 4265 plugs. I used champions for a while and had a lot of fouling problems. Switched to Autolite, no more problems.
